Randwick was first designated as a conservation area in June 1990. Following a review of the area, some changes were made to the original boundary in June 2025. A Character Appraisal and Conservation Area Management Plan were also adopted for the purposes of supplementary planning advice in June 2025.

On Thursday 12th June 2025, the Council's Environment Committee voted to adopt a Conservation Area Character Appraisal and Management Plan for Randwick, to help inform planning decisions and steer the application of Local Plan policies within the conservation area. Please note: The documents available here are the 'Drafts for adoption', dated June 2025. Page referencing, cross-references, indexing, contents page numbering, some illustrations, some maps and some image captions (and any necessary minor corrections) are currently being finalised. Once completed, an adopted 'publication version' of the Character Appraisal and Management Plan will be uploaded instead. The adoption versions may be used for development management purposes in the meantime.

 

Article 4(1) Direction: On 12th June 2025, the Council made a direction under the provisions of Article 4(1) of The Town and Country Planning (General Permitted Development) (England) Order 2015 (the “GPDO”). The effect of the direction, once formally confirmed, would have been to remove specific Permitted Development Rights from a number of dwellinghouses within the Randwick Conservation Area, as detailed in the Notice (below). IMPORTANT: this Direction was NOT confirmed by the Council in September 2025 and it will NOT come into effect. 

On 10th July 2025, the local planning authority served notice of a proposed Article 4 Direction affecting a small number of residential dwellinghouses in the conservation area:

During the statutory 21-day notice period (Friday 18th July - Friday 8th August 2025), the local planning authority received a number of representations concerning the direction, most of which were objections. Some representations contained relevant information about the current condition of certain affected dwellinghouses and other material considerations. In deciding whether to confirm or vary the direction, the local planning authority took into account any representations received during the notice period.

The proposed direction was NOT subsequently confirmed by the Council's Environment Committee and therefore it did NOT come into force on Friday 19th September 2025. The final publication version of the Randwick Conservation Area Management Plan will be amended and updated to reflect this position.

Stroud District Council hosted public consultation on a first draft Conservation Area Statement during Spring 2024 (see below). In light of comments received from the local community and other stakeholders, the District Council has subsequently worked with the Parish Council to re-work the material and to draft a revised Character Appraisal and separate Management Plan, which are now available as 'Drafts for Adoption' (above).  

Public consultation on a Draft Conservation Area Statement (CAS) for the Randwick conservation area has now closed.

Randwick and Westrip Parish Council has worked with specialist consultants to produce a Draft CAS, which describes the character and historic significance of the conservation area and sets out a series of management proposals and design guidelines to help ensure the conservation area is conserved and enhanced. Subject to and any necessary amendments, Stroud District Council will consider adopting the document as Supplementary Planning Advice (SPA), to help inform planning decisions and steer the application of Local Plan policies within the conservation area.

Stroud District Council ran a six week public consultation on the Draft CAS, from Wednesday January 10th - Wednesday February 21st 2024. We have considered all comments made during this time and have collated them into a summary document for Randwick and Westrip Parish Council, together with recommendations for potential amendments to the Draft CAS. The Parish Council discussed these at their March meeting and have asked SDC officers to redraft the CAS as necessary and provide a revised draft to them in due course.

Randwick CAS - Public Consultation Summary and Recommendations (March 2024)

  Date for the diary: 7.15pm Thursday January 18th. Residents and stakeholders are welcome to come to the public forum at the start of the Parish Council Meeting in Randwick Village Hall. This is an opportunity to ask members of the Parish Council and Officers from Stroud District Council any questions you may have about the Conservation Area Review and the draft document.
