You can make a change of vehicle application to replace the vehicle on licensed plates. This process is also used if you need to put on a temporary vehicle whilst your vehicle is being repaired.

An application to change the vehicle licensed as a taxi or private hire vehicle will be refused if the replacement vehicle is more than 7  years old from date of first registration. Wheelchair accessible vehicles are exempt from the above age policy but must meet Euro 6 standards for emissions. Electric vehicles or ultra low emissions vehicles ( normally plug in hybrids) are exempt from the age policy.

To change a vehicle you will need to send the following to licensing@stroud.gov.uk ;

  • Application form
  • A valid insurance certificate or cover note
  • MOT Certificate (if more than 1 year old)
  • V5 Registration Certificate
  • Meter Certificate
  • Council Test (from an authorised garage)
  • Change of vehicle application fee plus separate fee for the replacement plate - see payment links below
  • Return any plates and discs previously issued by the Council
  • You will also need to send us some photos of the interior and exterior of the vehicle. Please note that you may also be required to bring the vehicle to Ebley Mill for a member of the Licensing Team to inspect.

You can make a change of vehicle registration application if you want to put on or take off personalised number plates.

To make a change of registration application you must submit the following to licensing@stroud.gov.uk ;

  • Application form
  • Change of vehicle registration fee plus a fee for a replacement plate - see payment links below 
  • Documents from DVLA confirming change of registration
  • Insurance certificate or cover note.
  • MOT certificate
  • Return any plates and discs previously issued by the Council

You can make a transfer application, if you have bought a vehicle that is already plated and licensed with us at Stroud District Council, from another licence holder. 

You can also use this application if you want to change your Stroud District Council licensed hackney carriage vehicle into a private hire vehicle or visa versa.

Transfer - Ownership 

To make a transfer application to transfer a vehicle already licensed with Stroud District council to another person, the new owner must submit the following to licensing@stroud.gov.uk ;

  • Application form
  • Registration certificate in the new owner’s name or the green slip. 
  • Valid insurance certificate or cover note.
  • Written consent to transfer from the previous licence holder (if they cannot complete section on the application form they can email us directly to say that they are transferring the vehicle over). 
  • Basic DBS Certificate not more than one month old unless you hold or are also applying for a hackney carriage or private hire driver licence and are providing an Enhanced DBS check through that process
  • Transfer fee plus a replacement plate fee (if a replacement plate is needed) - see payment links below.
Transfer - licensed Hackney Carriage Vehicle to Private Hire Or Visa Versa 

To make a transfer application to transfer a vehicle already licensed with Stroud District Council from a Hackney Carriage Vehicle to Private Hire or Visa Versa, the applicant must submit the following to licensing@stroud.gov.uk ;

  • Application form
  • Valid insurance certificate or cover note for the correct licence type (Hackney Carriage/Private Hire). 
  • Transfer fee plus a replacement plate fee (if a replacement plate is needed) - see payment links below.

Plus, If changing from Private Hire to Hackney Carriage

  • Meter Certificate  - you will need to get this fitted by one of our authorised fitters.
  • Photo of roof sign 

Or, If changing from Hackney Carriage to Private Hire

  • Confirmation that meter has been removed 
  • Confirmation that roof sign has been removed.   
  • You can voluntarily have a meter in your Private Hire Vehicle, however, if you choose this you must also put a notice next to the meter saying 'This is a Private Hire Vehicle'. You will need to provide a photo of this sign.
