New Local Plan (2026-Adoption)

LATEST: Gateway 1 Self-assessment information has been published 30th October 2026

We are preparing a new Local Plan to guide how Stroud District grows and develops over the next 15 to 20 years. The Plan will set out a vision and framework for future development, identifying where new homes, jobs, infrastructure, community facilities and environmental improvements should be located.

The new Local Plan will play a key role in addressing local needs and priorities while protecting the district's valued landscapes, biodiversity, heritage and distinctive communities. It will help ensure that growth is supported by the infrastructure required to create sustainable, healthy and thriving places.

Preparing a new Local Plan is a long-term process involving evidence gathering, engagement with local communities and stakeholders, and consultation on emerging proposals. This webpage provides information on the plan-making process, opportunities to get involved, supporting evidence, and key milestones as the Plan progresses.

We are committed to working with residents, businesses, infrastructure providers, neighbouring authorities and other stakeholders to ensure that the new Local Plan is informed by local knowledge and reflects the needs and aspirations of communities across Stroud District.

The Government's new plan-making system requires local planning authorities to complete a series of formal milestones known as "gateways". Gateway 1 is the first stage in this process and marks the start of a new Local Plan programme.

To pass through Gateway 1, the Council must demonstrate that it is ready to begin preparing a new Local Plan. This includes establishing a project timetable, governance arrangements, consultation and engagement processes, evidence gathering requirements, and the approach to environmental assessment.

As part of this process, the Council has prepared and published a Gateway 1 Self-Assessment Summary, setting out its readiness to commence plan preparation. The publication of this summary formally marks the beginning of the new Local Plan process.
