WOULD YOU LIKE TO REPRESENT THE COMMUNITY ON STROUD DISTRICT COUNCIL’S BRIMSCOMBE PORT PROJECT BOARD?
Stroud District Council is looking for a member of the local community to join its Project Board which is responsible for oversight of the regeneration of Brimscombe Port. The operation of the Project Board is an important part of the governance for this key regeneration project.
The Project Board:
The Brimscombe Port Project Board is a group of District Councillors, officers and key stakeholders’ representatives, without decision making powers, which will report into the council’s Regeneration and Investment Board and its Strategy and Resources Committee.
Its role is to:
a. Provide overview and scrutiny of delivery under the terms of the funding agreement with Homes England.
b. Provide overview and scrutiny of how SDC funding is used.
c. Review and endorse the tender documents for the procurement of a developer partner (final decision being with Strategy and Resources Committee.
d. Monitor the development partner procurement process.
e. To monitor progress of the redevelopment of the Port once a development partner has been procured.
f. Monitor and challenge the profile of spend across the project and review committed expenditure.
g. Consider and challenge key risks as identified by the Brimscombe Port Project Team to ensure appropriate mitigation measures are implemented.
h. To consider and action where necessary any audit reports from internal and external bodies that impact on the project.
Applications to join the Project Board are invited from interested people who wish to represent their local community. You must:
• Strive to attend all meetings of the Project Board and be an active participant in discussions and activity.
• Prepare for Board meetings by reading the agenda, minutes and any other papers in advance of a meeting.
• Work collaboratively with other Board members to oversee the implementation of Brimscombe Port’s redevelopment
• Contribute suggestions and ideas to achieve the Board’s role outlined above.
• Fulfil any tasks or responsibilities assigned at the Board meetings and report back progress.
• Follow appropriate standards of behaviour in line with the Terms of Reference of the Project Board.
• Help to build good relationships in the spirit of partnership with other stakeholders.
• Feedback on the work of the Project Board and progress on the site’s redevelopment to the wider community, recognising where confidentiality may restrict this, ensuring that confidential matters are not shared outside of Project Board members.
· not be a Councillor within the District or employee of Stroud District Council (or a close relative of either) or serve on any of their Committees, Sub-Committees (for example as a co-opted Member) or other joint arrangements nor have been such in the last 5 years.
· not have any active connections with any political party.
· be willing to attend meetings at Ebley Mill and communicate regularly via email.
This is not a paid position, but reasonable expenses will be met.
This is a unique opportunity to be involved in this important regeneration project at the heart of Brimscombe and bring the communities’ views into the governance of the project, as well as gain a real insight into to the work that is undertaken to deliver a development project within a Local Authority setting..
