Tenant Oversight Panel (TOP)
The Tenant Oversight Panel (TOP) is a group of tenants who take an in-depth independent look at the services we provide and hold us to account, as part of the tenant scrutiny co-regulation process. The work of TOP ensures that the revenue from the rent and service charge you pay as a tenant, is spent wisely and provides value for money. This work helps is become a better landlord.
In December 2025 TOP presented a report on their investigation into responsive repairs communication. In this report, TOP made recommendations for improvement and the majority of these were accepted. An Action Plan for the implementation of TOP's recommendations can be found at the back of the report. The Action Plan is monitored on a quarterly basis and progress is reported to the Housing Oversight Board (HOB).
