Some properties are not suitable for our wheeled bin service. If your property meets any of the following criteria, you may be required to use bags instead of bins:
- The collection vehicle cannot safely access your property, for example where access for a tail‑lift vehicle is not possible.
- There is a physical barrier that prevents wheeled bins from being moved safely to the collection point (e.g. no front access, steps, steep slopes, or only side/rear access requiring bins to be taken through the house).
- All adults at the property have a physical disability or infirmity that prevents them from safely using or moving a wheeled bin.
- Other exceptional circumstances, as requested by the resident and agreed by the Council.
A visit from a council officer may be required to assess whether the use of sacks is appropriate for your property.
How Do I Use My Bags?
Beige Bags – Refuse
If your property has been assessed as unsuitable for wheeled bins, you will be provided with a year’s supply of beige refuse sacks. These sacks replace the refuse wheeled bin.
You will receive enough sacks to present up to 3 beige bags every fortnight.
Extra sacks will NOT be collected, and we are unable to provide additional bags outside the annual supply.

When will I receive more beige bags?
Your next annual supply will be delivered in November/December each year.
Hessian Recycling Sacks – Mixed Recycling (Metal, Glass, Plastic)
Properties will also receive green hessian recycling sacks for mixed recycling (metal, glass, and plastic).
