Community Governance Review 2026 - Phase 1 Consultation

Consultation summary

Stroud District Council are undertaking a community governance review in the following Parish and Town Council areas:

  • Brimscombe and Thrupp
  • Chalford
  • Frampton on Severn
  • Great Oldbury
  • Minchinhampton
  • Standish
  • Upton St Leonards

The review will be conducted with the Terms of Reference contained in this document and agreed by the Council. 

We want to hear from residents, community groups and anyone with interest in these areas. 

What is a Community Governance Review (CGR)?

A CGR provides an opportunity to put in place strong, clearly defined boundaries, which reflect local identities and facilitate effective and convenient local government. It can:

  • Create, merge or abolish parishes;
  • Alter the boundaries of existing parishes;
  • The creation, change or removal of parish wards;
  • Change the number of councillors to be elected to the council; and 
  • Change the name of existing parishes and the style of new parishes;
  • Group parishes under a common parish council or de-group parishes

A Community Governance Review provides an opportunity for local residents, communities and any other interested individual to consider whether changes should be made to parish governance arrangements.

The final recommendations made at the end of the review will seek to ensure that community governance across the district:

  • Reflects the identities and interests of the community in that area
  • Is effective and convenient

When responding to the consultation on parish arrangements, you should ensure that your proposal takes account of these two criteria.

This consultation is your opportunity to tell us what you think about the current arrangements in your local area.

Why are we carrying out a Community Governance Review (CGR)?

Following a CGR undertaken in 2022-2023, the Council agreed that a further CGR should be undertaken ahead of the next scheduled parish elections in May 2028. This was intended to allow time for new and developing communities to become established and for residents to be meaningfully consulted in those areas.

With the council proceeding through Local Government Reorganisation, there is a possibility that Parish and Town Council elections will be brought in line with the Unitary Shadow Council elections in May 2027 rather than being held as originally scheduled in May 2028 and therefore Council have agreed to proceed with the review so that any changes proposed could be implemented ahead of any elections in 2027.

Following discussions with parish and town councils across the district, the Council agreed that the areas listed above should be included in this review.

Before you respond

  • The survey takes approximately 10-20 minutes to complete, depending on the level of detail you wish to provide.
  • If you are proposing changes to parish boundaries or warding arrangements, please provide a map where possible
  • All consultation responses will be considered as part of the review.
