Frontline housing hero recognised at Royal reception
A long-serving housing manager who champions some of the district’s most vulnerable residents has been recognised for her contribution to local government with an invitation to a Royal reception at St James’s Palace.
Stroud District Council Tenant Relationship Manager, Michelle Elliott, was selected by South West Councils under a scheme to honour front‑line local government staff whose dedication, resilience and quiet heroism make a significant difference to their communities, often without public recognition.
Michelle attended the reception on 3 February alongside housing professionals from across the country in recognition of her 25 years public service and the positive impact she has made on residents’ lives. Throughout her career, she has supported council tenants facing some of the most challenging circumstances - from homelessness and financial hardship to safeguarding concerns - and has been instrumental in creating systems, partnerships and policies that protect and empower vulnerable people across the district.
Her work includes establishing crucial support mechanisms during the pandemic to ensure people in housing need could be accommodated safely, setting up a Tenant Support Fund to help residents in financial crisis, and leading the district’s Housing First Initiative to break the cycle of homelessness for the most vulnerable. Michelle has also supported the resettlement of Afghan, Syrian and Ukrainian families fleeing conflict, advocated for survivors of domestic abuse, sexual violence and anti-social behaviour, and championed safeguarding across the service. And she has helped shape the council’s award-winning pet-friendly policies – recognising the importance of pets to people’s wellbeing.”
Michelle said:
“It was an incredible honour being nominated to attend St James’s Palace and it’s an experience I will cherish forever.
“Meeting fellow housing professionals from across the country, each passionate about the work we do for our communities, and the King and Queen, the Duchess of Edinburgh, and the Duke of Gloucester - who was particularly delighted to chat about the Stroud district – was a real highlight of my career. My grandchildren are especially thrilled that their granny has shaken hands with the King and Queen!
“Marking my 25th year with Stroud District Council in this way felt like a wonderful acknowledgement of the work carried out by our housing teams. I couldn’t be prouder, and I’m deeply grateful for this unforgettable experience.”

Her compassion, innovation and commitment to safeguarding have helped protect and empower some of our most vulnerable residents including those experiencing anti-social behaviour, domestic abuse and sexual violence.
“Michelle has also been at the forefront of our support for armed forces veterans, providing housing and wider wellbeing advice and she has played a key role in establishing our award-winning pet friendly policies.”
Michelle’s nomination reflects the heart of the scheme – recognising those who serve at the frontline, often quietly, consistently and under pressure, but always with compassion and commitment.
