First six new affordable homes bought by Stroud District Council
Stroud District Council has received the keys to the first six of sixteen new affordable homes in Kingswood, marking a significant milestone in the council’s work to increase the supply of high‑quality, energy‑efficient homes for local people.
Cllr Gary Luff, Chair of the Council’s Housing Committee, accepted the keys at the Cloverlea development, constructed by Persimmon Homes Severn Valley – an accredited five-star developer – from site manager Dan Ward. The remaining ten homes will be completed over the next seven months.
The council has purchased sixteen homes on the site, which include:
Eight homes for shared ownership:
• 6 × 2‑bed houses
• 2 × 3‑bed houses
Eight homes for affordable rent:
• 4 × 2‑bed houses
• 2 × 3‑bed houses
• 2 × 4‑bed houses
All the homes benefit from gas central heating, solar PV panels, electric vehicle charging, dedicated parking and private gardens. The wider Cloverlea development consists of 54 homes and includes a new play area close to Kingswood High Street.
These are the first homes to be purchased since the council’s Housing Committee voted in June 2025 to increase its Acquisitions of Housing capital budget from £2 million to £5 million, enabling more homes to be bought to meet rising demand. There are currently 2,774 households waiting for social housing on the district’s housing register, with a further 1,298 applications pending validation.
Cllr Gary Luff, Chair of the Housing Committee, said:
“Handing over the keys to these new homes is a really positive moment for Kingswood and the whole district. We know how high the need is for genuinely affordable housing, and buying good‑quality new homes like these means we can help more families, faster. This is exactly what our expanded housing acquisitions budget was designed to achieve, and we will continue doing everything we can to provide secure, comfortable homes for local people.”
The homes have been purchased under Section 106 arrangements, which require developers to provide affordable housing as part of planning agreements. These homes are sold to registered providers, such as councils or housing associations, at a discounted value to reflect lower rental income. This makes them good value for money for the council, particularly in the current housing market.

Stroud District Council has also agreed terms (subject to contract) for further acquisitions of Section 106 properties in Horsley and Cam, which will continue to expand the supply of affordable homes available to local residents.
