Call for Sites – Emerging Stroud District Local Plan 2026

Stroud District Council is preparing a new Local Plan, which will guide where future development takes place across the District.

As part of the early evidence-gathering stage, the Council is undertaking a Call for Sites. This exercise helps us identify land that may have potential for future development and ensures the Local Plan is supported by a robust and proportionate evidence base.

What is the Call for Sites?

The Call for Sites invites landowners, developers, land promoters and other interested parties to submit details of land that may be suitable for development.

At this stage, the exercise is primarily aimed at the development industry and landowners, as it focuses sites where there is clear agreement from the landowner for the site to be promoted.

Sites may be submitted for a range of uses, including:

  • Housing
  • Employment
  • Infrastructure
  • Gypsy and Traveller provision
  • Other appropriate land uses

Important information

Submitting a site:

  • Does not mean it will be allocated in the Local Plan
  • Does not grant planning permission
  • Does not guarantee the site will be taken forward

All sites will be subject to a proportionate and transparent assessment alongside other evidence and policy considerations as the Local Plan develops.

Who can submit a site?

While this stage is primarily aimed at developers and land promoters, any individual or organisation can submit a site, provided they can demonstrate:

  • The site is available for development; and
  • The landowner supports its submission

How to submit a site

All submissions must be made using the online response form:

Consultation period

  • Start date: 1 June 2026
  • Closing date: 29 June 2026 (5:00pm)

Submissions received after this date may not be considered as part of this initial stage.

Future opportunities to get involved

This initial exercise is one part of the wider Local Plan process. There will be further opportunities to get involved, including a targeted consultation later this summer where:

  • Members of the public
  • Parish and Town Councils
  • Community groups

will be invited to suggest sites and share their views.
