Neighbourhood Planning and Community Assets (ACVs)

Neighbourhood planning is a set of tools that enable communities to shape the future of the places where they live and work. The Localism Act 2011 introduced new permissive rights which include the preparation of Neighbourhood Development Plans, Neighbourhood Development Orders and Community Right to Build Orders.

The Localism Act also requires local authorities to maintain a list of assets of community value (ACVs) which have been nominated by the local community. Registering a building or piece of land as an asset of community value is the first step in the Community Right to Bid procedure - ensuring communities have an opportunity to purchase a community asset, should it come up for sale in the future.
