Review of Stroud District Council's Statement of Licensing Policy under Licensing Act 2003

Consultation summary

Under the Licensing Act 2003, the Council issues licences and temporary event notices for the following licensable activities:

  • Sale of alcohol to the public
  • Supply of alcohol at clubs such as sports and social clubs
  • Entertainment including live music and recorded music, films, plays, dance, indoor sporting events and boxing and wrestling
  • Late Night Refreshment which is the selling of hot food and hot drinks  between  23:00 – 05:00 

The Statement of Licensing Policy gives guidance to applicants, licence holders, local residents and local businesses, on how the Licensing Authority will make its decisions under the Licensing Act 2003. 

The Licensing Act 2003 requires us to  review and readopt our statement of policy every 5 years.

Stroud District Council’s current statement expires on 7th January 2026.

Extra sections have been added to the draft policy to reflect the Council's expectations from applicants and licence holders with regard to:

Spiking - staff awareness and procedures for spotting and preventing spiking 

Ask Angela - actively participating in this scheme which provides a way for customers to discretely ask for help if they are feeling vulnerable

Martyn's Law - being prepared for the new responsibilities coming in under the Terrorism (Protection of Premises) Act 2025 and to have awareness and procedures in place to help prevent terrorist attacks
