Residents of Stroud District can attend any Council or Committee meeting, except when confidential information is being discussed.
Council meetings are not an open forum; they are a meeting held in public rather than a public meeting.
The Council Chamber has seating for 30 members of the public to attend meetings; these are usually allocated on a first come, first served basis. If you wish to attend in person, please contact democratic.services@stroud.gov.uk or phone 01453 766321 to ensure adequate seating is available in the Council Chamber.

Keeping everyone safe
The Chair of the meeting has the responsibility to ensure respectful engagement between the committee, its officers, guests and the public and maintain ethical conduct throughout the meeting.
Behaviours, language or actions that impact public safety, cause disruption and/or delays to meetings are not acceptable.
If there is a general disturbance making orderly business impossible, the Chair of the meeting may adjourn the meeting for as long as they think necessary and if needed the Chair can order removal of anyone from the meeting room as per the Webcasting Protocol.

Before you complete this form check the:
- Calendar of meetings to find the next meeting date. (please note: public questions cannot be considered at the Budget Meeting or the Annual Meeting of Council)
- Deadline for questions (which is no later than noon, three working days before the meeting, the meeting agenda will always specify the date)
Make sure you press submit when you've reached the end of the form. Your questions will be reviewed by the Chief Executive and Democratic Services will contact you to confirm whether your questions have been accepted.
You can attend the meeting and ask the question yourself. If you are not present, the Chair may, at their discretion ask the question on your behalf or indicate that a written reply will be given.
The Chair of the committee will answer your question at the meeting and you are entitled to ask one supplementary question (per each original question asked). A supplementary question must arise directly out of the original question or the reply.
If you don’t attend the meeting, you will be sent a copy of the answer(s) as soon as practicable or following the meeting. If a written response is indicated in response to a supplementary questions, this will be provided within 10 working days.

All councils are led by democratically elected councillors who set the vision and direction, and represent their local community.
Councillors are responsible for making decisions on their behalf about local services and spending, including setting council tax.
Each councillor represents a specific area, called wards, and serves for four years.

If you would like to speak at a Development Control Committee about a planning application, there is a separate process which is currently being reviewed at Full Council on 21 May 2026. This page will be update following that meeting.
