Horsley Regulation 17 and 18
Stroud District Council appointed Andrew Ashcroft MRTPI as independent examiner of the plan.
On the 23rd January 2020, Mr Ashcroft submitted the following Clarification Note to Horsley Parish Council as part of the examination process:
The examination concluded on 5th March 2020.
The examiner recommended that the plan, once modified, should proceed to a Referendum.
On 4th June 2020, Stroud District Council’s Environment Committee decided that the Horsley Neighbourhood Plan, once modified in accordance with the Examiner’s Report recommendations, should proceed to a referendum.
A Referendum relating to the adoption of the Horsley Neighbourhood Development Plan was held on Thursday 5th May 2021.

The question which was asked in the Referendum was: "Do you want Stroud District Council to use the neighbourhood plan for Horsley to help it decide planning applications in the neighbourhood area?"
The result was as follows:
- Yes = 394 votes (91.84%)
- No = 35 votes (8.16%)
- Turnout = 62%
