Independent Examination
Stroud District Council appointed John Slater MRTPI as independent examiner of the plan.
On the 7th February 2020, Cam Parish Council submitted the following comments sheet to the examiner in response to the representations received at the Regulation 16 stage:
The examination concluded on 20th February 2020.
The examiner recommended that the plan, once modified, should proceed to a Referendum.
On 4th June 2020, Stroud District Council’s Environment Committee decided that the Cam Neighbourhood Plan, once modified in accordance with the Examiner’s Report recommendations, should proceed to a referendum.
Referendum
A Referendum relating to the adoption of the Cam Neighbourhood Development Plan was held on Thursday 5th May 2021.

The question which was asked in the Referendum was: "Do you want Stroud District Council to use the neighbourhood plan for Cam to help it decide planning applications in the neighbourhood area?"
The result was as follows:
- Yes = 2504 votes (85.29%)
- No = 432 votes (14.71%)
- Turnout = 43%
