Consultation summary
Residents, developers and their agents are being asked for their views on how developments can promote sustainable construction and design techniques in the District. The purpose of the draft Supplementary Planning Document (SPD) Checklist is to advise and inform developers on a range of sustainability options that can be considered as part of their development. This approach should enable many building works to make an increased contribution to this country’s climate change commitments and in accordance with Delivery Policy ES1 of the Local Plan.
The Checklist comprises three documents; an introduction to the sustainable construction and design options available, a Checklist for housing and a Checklist for non-domestic buildings. The simple yes/no Checklist format will show how the development’s design responds to a range of sustainable construction matters. These Checklists are intended to assist consideration for the following classes of development:
- All new residential development providing 1 or more new dwellings (including conversion and/or sub-division that create one or more new dwellings).
- All new non-residential development providing 100m2 or more floor area.
A completed Checklist should accompany all relevant planning applications or, alternatively, responses can be incorporated into a design and access statement for example. Other classes of development which require planning permission but do not fit into these categories such as extensions or retrofits of residential or non-residential development are encouraged to still address the Checklist matters as far as possible.
Public consultation on all three documents will take place from Wednesday 9th November 2016 to 5pm on Wednesday 21st December 2016. Representations are invited by 5pm on Wednesday 21st December 2016. All comments received by the deadline will be considered.

Next steps
All comments regarding the Delivery Policy ES1 Checklists will be considered by the Council before a final SPD is approved early in 2017.
