Change or Transfer of vehicle
Change of Vehicle
An application to change the vehicle licensed as a taxi or private hire vehicle will be refused if the new vehicle is more than 5 years old from date of first registration. Wheelchair accessible vehicles are exempt from the above age policy but must meet Euro 6 standards for emissions or be an electric vehicle or ultra low emissions vehicle.
To change a vehicle you will need to send the following to licensing@stroud.gov.uk;
- Application form
- A valid insurance certificate or cover note
- MOT Certificate (if more than 1 year old)
- V5 Registration Certificate
- Meter Certificate
- Council Test (from an authorised garage)
- Fee for change of vehicle application fee and separate fee for replacement plate- use links below to pay the fees
- Return any plates and discs previously issued by the Council
- You will also need to send us some photos of the interior and exterior of the vehicle. Please note that you may also be required to bring the vehicle to Ebley Mill for a member of the Licensing Team to inspect.

Change of Vehicle Registration
To make a change of registration application you must submit the following to licensing@stroud.gov.uk;
- Application form
- Fee - you can pay the fee here
- Documents from DVLA confirming change of registration
- Insurance certificate or cover note.
- MOT certificate
- Return any plates and discs previously issued by the Council
Transfer of Vehicle Ownership
To make a transfer application the new owner must submit the following to licensing@stroud.gov.uk;
- Application form
- Fee - you can pay the fee here
- Proof of transfer of the licensed vehicle such as a registration certificate in the new owner’s name or, if not available, a bill of sale, an invoice or a credit agreement
- A valid insurance certificate or cover note.
- MOT (unless the vehicle is less than one year old)
- Ensure that the vehicle holds a valid Council Vehicle Test Certificate. (Copies of the Council Vehicle Test inspection sheet are sent by the authorised garage electronically direct to the Licensing Team)
- Written consent to transfer from previous licence holder
- Basic DBS Certificate not more than one month old unless you hold or are also applying for a hackney carriage or private hire driver licence and are providing an Enhanced DBS check through that process
