Driver licence
You can apply to become a taxi driver if you’re over 18 years old and you’ve held a full DVLA driving licence for at least 12 months.
Apply for a new driver licence
If you would like to apply to become a taxi driver please contact the Licensing Team on 01453 754440 or licensing@Stroud.gov.uk to arrange for an application pack to be emailed to you. You should read the Taxi and Private Hire information for new applicants and the Taxi and private hire policy before submitting your application.
DBS Check
When you are ready to start your application please email the Licensing Team on licensing@stroud.gov.uk to notify us you are making an application and with any queries you may have.
The first stage is to apply for a DBS check. (If you are already registered with the DBS update service you may be able to use this registration. Please check with the Licensing team)

Enter the following details:
Organisation Reference - STROUD1
Organisation code - STROUD1
When you have submitted your form you must note the reference number on your application form.
You can also use this reference number to subscribe to the DBS update Service via the link https://secure.crbonline.gov.uk/crsc/apply . The DBS update service allows organisations to do a status check to see if your Certificate is still up to date which will save you time and money if you need to apply for multiple Certificates when you move from one job to another in the same workforce or if you need re-checks.
Starting your application
Please email the following to the licensing@stroud.gov.uk;
- Completed application form
- DVLA Share Code
- Three forms of I.D. for your DBS check (a full list of acceptable documents can be found here)
- Proof of your right to work in the U.K.
- Initial payment of £54.40 - please request the Licensing Team to telephone you to take a card payment.

National Register of Taxi Licence Revocations and Refusals (NR3)
Stroud District Council has signed up to the National Register of Taxi Licence Refusals and Revocations (NR3). From 1st April 2020 Officers will use the register to check all new and renewal driver applications to establish whether they have had a licence revoked or an application refused by another authority.

Approved Providers for Driving Assessments
Before you can be issued with a Hackney Carriage/Private Hire Driver’s badge, you must have passed a driving assessment through one of our approved providers.
