Designation:    Business Development Manager   
Grade:    Stroud 7
 
Hours:    37 hours 
 
Location:      Ebley Mill, Stroud 
 
Job Purpose:   To analyse the investment needs of the Council’s Tenant Services and to work with the Asset Manager and Strategic Head of Tenant Services (SHTS) to recommend where, when and how such investment should be made.
 
  In collaboration with the SHTS and Asset Manager, the postholder will lead on the review/delivery of:
 
  i)  Self Financing and the Business Plan
ii)  Asset Plan / Strategy and Council New Build
  iii)  The Stroud   Standard
  iv)  The Energy Standard
v)  New Initiatives that arise from the points listed above.

Responsible for:  No supervisory responsibility 
 
 
Key Duties: 
 
  • Work with the SHTS and Asset Manager to develop, implement and review the development, delivery and performance of Self Financing, Business Plan, Asset Plan, New Build programme, Stroud Standard, Energy Standard and new initiatives such as borrowing for renewable technology.
     
  •   To lead and manage the area to ensure a high quality and improving service is provided to tenants, leaseholders and residents within the community, all in accordance with both Best Practice and Council Policy and Procedures.
     
    ·  To contribute to the development and delivery of comprehensive and new approaches to the Council’s Key Priorities which are highly recognised and valued by local people.
     
    ·  To continually ‘raise the value for money bar’ in service delivery, striving wherever practicable, for ‘beacon’ or ‘upper quartile performance’.
     
    ·  To develop and maintain the partnerships required to allow the Council to ‘punch its weight’ at local, sub-regional, regional and national levels.
     
    ·  To provide managerial and professional expertise so as to prepare, implement and meet the requirements of Action Plans for the service area but also to explore initiatives and develop new policies to meet and enhance the future needs of the service. 
     
    ·  To assist in the development / achievement of the Council and Housing Business Plan, Service Plan and to develop and maintain manuals detailing the Policies and Procedures for their area.
     
    ·  Responsible and accountable for the setting, managing and control of budgets, performance, contract procurement and benchmarking for their area.


    ·  To lead on fostering excellent working relationships with contractors and to work in partnership with tenants to achieve best value in procurement, service delivery and customer satisfaction. 
     
    ·  To develop an Action Plan that sets out the programmes of work that will maximise progress towards the achievement of the Stroud Standard and any other stated Service and Council objective. 
     
    ·  To assist in Asset Management reviews of estates / areas; property types and / or; individual dwellings to inform the long-term viability of investment decisions and ensure value for money.
     
    ·  To develop and maintain project management and procurement processes and to ensure the proper allocation and resourcing of projects.
     
    ·  To support the Service unit on issues of Contract development including Partnering issues and observance of Egan principles.
     
    ·  To ensure the proper specification, tendering, tenant consultation and monitoring of work is undertaken in a uniform manner and is in accordance with Council Standing Orders and Financial Regulations.
     
    ·  To develop and maintain standard documents including Contract Preliminaries, Preambles and Specifications and to ensure that these are used consistently. 
     
    ·  To support / work with the Performance & Improvement Manager on initiatives / projects that relate to functions with Business Development such as IT development for the Service.
     
    ·  To be part of the Service Unit’s Management Team, and both internal and external groups and partnerships.
     
    ·  To provide support to the Cabinet Holder for Housing and Chairs & Vice Chairs of Housing Management Forum, including producing reports and presenting at meetings.
     
    ·  To be supportive / assist the Service and Council in achieving Corporate Targets.
     
    ·  To deputise for the Strategic Head of Tenancy Services in his or her absence.
     
    Work subject to deadlines involving frequently changing circumstances and conflicting priorities.
     
     
    Skills, Knowledge and Experience
     
    Professionally qualified with corporate membership of RICS or CIOB, or other equivalent professional institution with at least 5 years experience of Contract management.

  •  
  • Contract Management Law, Procurement, Construction techniques, design and project management processes.
  •  
  • Health and Safety regulations.
  •  
  • Experience of staff management and personnel procedures.
  •  
  • An understanding of administrative processes and systems necessary to fulfil legal requirements.
  •  
  • Experience of managing budget / expenditure and of accounting procedures.
  •  
  • Excellent communication skills both written and verbal.
  •  
  • Ability to manage own time and workload.
  •  
  •  Experience of working with the general public.
     
    Ability to undertake work of a complex nature which requires advanced / high level knowledge and skills in a specialist discipline.

  • Required to research, present, implement new policies, initiatives and pilot schemes.

  • To play a lead role in existing and new partnerships for the Unit.

  • To formulate, adapt, improve and deliver the Service Plan, Improvement Plan and other related Plans such as the Business Plan.

  • Handling high-level complaints such as from MP, Members and Ombudsman.
     
  •   Development and implementation of Decent Homes Action Plan.
     
     
    ·  Local Options Appraisals.
     
    ·  Asset Management Policy Development.
     
    Work requires a range of imaginative solutions or responses and involves the application of fresh and innovatory thinking.

    Contact required in respect of service delivery and investment planning matters, some of which are likely to be contentious and / or complex requiring support, tact, persuasion, advocacy and sensitivity within the framework of operational guidelines.  The outcome will have significant implications.
