Parking Dispensations

Dispensations

A dispensation authorises a vehicle or vehicles to park in contravention of a Traffic Regulation Order. A dispensation is normally used where an applicant does not need to reserve a specific parking bay. It allows parking where alternative arrangements cannot be made for the following reasons:

  • Loading/unloading where this activity is either normally prohibited or the permitted period is insufficient; or
  • Situations where alternative arrangements would, in the opinion of the Council, be unsatisfactory.

A dispensation does not permit general ‘parking'. It does not allow the vehicle to remain in the restricted/prohibited area once the dispensation purpose has been fulfilled. At that time the motorist is required to park elsewhere and lawfully.

Based on the above qualification and subject to Council policy, dispensations can be issued in the following circumstances:

  • Furniture removals;
  • Building/ maintenance/ repair works where close proximity to the site is essential;
  • Goods deliveries in respect of which it is reasonable to allow longer than that normally permitted by the regulations;
  • The hearse and chief mourners' vehicles at funerals;
  • The bridal and attendants' vehicles at weddings;
  • Vehicles essential to filming operations

You can download a dispensation application form below. Written applications may be made by post or in person. Applications should be received at least 10 working days before the required date to enable the Council to inspect the site if felt necessary before approval is given. However, officers have discretion to deal with more urgent applications if it is reasonable to do so. Except in extenuating circumstances, dispensations should not be issued for continuous periods in excess of five days and should not authorise parking for more than two vehicles at any one location unless the officer is satisfied that the road width and length and precise location permit this safely.

Application Charges:

  • Initial Application - £10 per permit
  • Daily rate - £5 per permit from second day of application

Once an application has been approved, a Dispensation Permit will be posted to will be posted to the applicant.

Suspensions

If you need to carry out works in a specific parking bay then you will need to apply for a parking suspension. A suspension is defined as “a parking bay that has had the Traffic Regulation Order (TRO) suspended for an agreed time period”, for example a “pay and display” or limited waiting bay.

It will be necessary from time to time to suspend parking places including residents' and other permit bays. The authority to do this is provided under Sections 14 and 46 of the Road Traffic Regulation Act 1984

A suspension is normally used where an applicant needs to reserve a specific parking bay including On Street Pay and Display bays, Limited Waiting and Residents Only bay

Some examples of where a bay can be suspended include:

  • Loading/unloading purposes
  • Removal vehicle for a domestic move
  • Building works
  • Weddings & funerals

Applications should be received at least 10 working days before the required date to enable the Council to inspect the site if felt necessary before approval is given. Once an application has been received and approved, local business/residents will be notified, if appropriate, and the bay will be suspended using Suspension Notices/Cones. Once an application has been approved a Suspension Permit will be posted to the applicant.

Car Park Licenses

If you need to carry out work on property next to a Stroud District Council Pay and Display or Free Stay car park and require the use of a bay to store equipment or a skip you will need to apply for a Car Park License. Please contact Stroud District Council on: 01453 766321 (Assist Management)

Skip License

If you wish to put a skip on the street you will need to apply for a Skip License from Gloucestershire Highways.
