Concessionary Fare Travel Scheme
Stroud District Council's concessionary fare scheme is operated in partnership with Cotswold, Forest of Dean, Gloucester City, Cheltenham and Tewkesbury councils, with support from Gloucestershire County Council. Under the scheme eligible residents from the Stroud District area have the choice of either a free travel bus pass or travel tokens.
Free Travel Bus Pass
The free travel bus pass will allow free travel on registered bus service journeys:
- In the Stroud District - all day
- In the rest of Gloucestershire, 9am to 11pm and all day on weekends and bank holidays
- In the rest of England, 9.30am to 11pm and all day on weekends and bank holidays
It cannot be used on long distance coach journeys, trains, taxis, private hire vehicles, dial a ride, or social car schemes. Please check with drivers prior to journey for restrictions.
Travel Tokens
Travel tokens can be used for part or whole payment on the following travel operators; local and national bus companies, trains and certain taxi or private operators. Please check with the driver prior to journey for restrictions, as certain taxis or private hire vehicles do not accept tokens.

If you are in already in receipt of travel tokens a renewal application form will be sent automatically each year. Bus pass holders will automatically receive a renewal application form in time to renew the pass before it expires.
How will I receive my Bus Pass or Travel Tokens?
If you are applying for bus pass then complete the application form and return it to the Concessionary Fare Officer, Stroud District Council, (address below). Please include a passport size photograph and proof of age or eligibility (copies not original documents). You can have your photo taken free of charge if you visit Stroud District Council reception. Your bus pass will be posted directly to you.
If you are applying for travel tokens your tokens will be sent to you by registered post.
Companion Pass
If your disability is so severe that you need to be accompanied at all times you may apply for a special companion pass. It allows you and a companion to travel free of charge, but the pass is only valid if you are accompanied.
Eligible Persons
There are two categories:
- A person of pensionable age, 60 or over.
- Disabled persons. Those are defined in the Transport Act as someone who:
- is blind or partially sighted;
- is profoundly or severely deaf;
- is without speech;
- has a disability (or has suffered an injury), which has a substantial and long term adverse effect on his ability to walk, and has been awarded the higher rate Disability Living Allowance (DLA) for help with getting around;
- does not have arms or has long term loss of the use of both arms;
- has a learning disability, that is, a state of arrested or incomplete development of mind, which includes significant impairment of intelligence and social functioning;
- would, if he/she applied for the grant of a licence to drive a motor vehicle under Part lll of the Road Traffic Act 1988, have his/her application refused pursuant to section 92 of the Act (physical fitness) other than on the grounds of persistent misuse of drugs or alcohol.
