Depending on the severity of the contravention that has occurred, a £70 or £50 Penalty Charge Notice will be issued. A Penalty Charge Notice can be paid at a 50% discounted rate (£35/£25) within the first 14 days after issue.

By Telephone - using our automated payment line – Please call 01285 623374, you will need the Penalty Charge Notice and vehicle registration number ready.
By Post – using the attached Penalty Charge Notice payment slip to Parking Services, PO Box 239, Cirencester, GL7 9DJ. Allow 2 working days for 1st class post and 5 working days for 2nd class post.
In person – Visit Stroud District Councils cashiers, Ebley Mill, Stroud, Glos, GL5 4UB, please take the Penalty Charge Notice. Opening hours are 09:00 hours to 17:00 hrs Monday to Thursday and 09:00 hours to 16:30 hours Friday, excluding bank holidays.
On-Line - You can also now pay on-line via Santander BillPay. Please see the Cotswold District Council Website for further instructions. Please remember to select Cotswold District Council from the company list when asked.
If you feel that a Penalty Charge Notice has wrongly issued you should challenge it. There are a number of stages to the challenge.

You can make an informal challenge at any time within the first 28 days after the issue of Penalty Charge Notice. However we advise you to challenge within the first 14 days discount payment period. This means that if your challenge is rejected you will still be able to pay the Penalty Charge Notice at the 50% discounted rate for a further 14 days, If your challenge is successful, the Penalty Charge Notice will be cancelled and no further action will be necessary. You should include any evidence or documentation with your informal challenge.
If you have not paid your Penalty Charge Notice or your informal challenge has been rejected a Notice to Owner will be sent to you 30 days after the issue of a Penalty Charge Notice
A formal representation can be made once a Notice to Owner is received. If you receive a Notice to Owner the notice will advise you that you have a further 28 days to either pay the Penalty Charge Notice or make a formal written representation to the council. The grounds for making a formal representation are stated on the notice.
Upon receiving a formal representation, the council has 56 days to consider the all information relating to the alleged contravention including any mitigating circumstances.
If your formal representation is accepted, you will be sent a Notice of Acceptance advising you that the Penalty Charge Notice and the Notice to Owner has been cancelled and no further action will be taken.
If your formal representation has been rejected, you will be sent a Notice of Rejection together with an appeal form. The Notice of Rejection will advise you to either pay the Penalty Charge Notice or appeal to the independent adjudicator.
Once you have completed the first two steps and your representation to the council has been rejected, you can appeal to the parking adjudicators where your case will be dealt with by an impartial adjudicator.
The decision made by the parking adjudicators is final and there are no further appeals. You will be given detailed reasons for the decision. In order to appeal to the adjudicators, your representation must have already been rejected by the council.
