The 'Management Proposals' section of the Industrial Heritage Conservation Area Statement will become a Supplemetary Planning Document (SPD). A timetable for its production and adoption was drafted in the 2007 Local Development Scheme (LDS), which sets out the timescales for production of several documents in the Council's Local Development Framework over the coming years.
The SPD is being produced alongside the supporting Conservation Area Character Appraisal, which will be adopted by the Council as Supplementary Planning Advice for development control purposes. The Character Appraisal forms the other half of the IHCA Conservation Area Statement (IHCA CAS).
Whilst it is still anticipated that the final date for adoption of the SPD will be September 2008, as per the LDS, the current timetable for other landmark events in the Conservation Area Statement’s production is as follows:
Field work, character appraisal, initial assessment of issues and pressures affecting the character and appearance of the conservation areas.
An opportunity for members of the public and stakeholders to get involved in identifying issues and pressures that are affecting the character or appearance of the conservation area. A formal community engagement exercise was carried out during Autumn 2006. This exercise will help to shape the policies and proposals which will manage these pressures and ensure the preservation or enhancement of the conservation area's character and special interest. However, liaison with stakeholders and members of the public is ongoing during this period, and your views are welcomed.
During this period, the initial work done on character appraisal will also be available to view. This should be helpful and thought-provoking - it is important to really think about what exactly it is that gives the IHCA study area its character. What makes up its architectural and historic interest? An understanding of what is special and distinctive about a conservation area makes the identification of issues, pressures and potential harm much more meaningful.

The draft SPD was approved for the purposes of public consultation at the Cabinet meeting of 31st January 2008. The draft Character Appraisal will be approved for public consultation by the Cabinet member for Planning and Licensing and the Strategic Head of Development Services.
Wednesday 7th May to Wednesday 18th June 2008
The draft SPD will be published in the spring, together with the draft Character Appraisal, and you will have a chance to make comments. Draft documents will be available to view at town and parish council offices, at the District Council office in Ebley, and at public libraries in Stroud, Nailsworth, Minchinhampton and Stonehouse and at Town and Parish Council offices In Stroud, Stonehouse, Nailsworth, Minchinhampton, Chalford and Rodborough.. You will also be able to view the drafts online via the Council’s website, and make representations via our online consultation portal. At least one public meeting will be held.
Once the consultation drafts are publicly available, the documents will begin to be used by the planning department to help guide decision-making about development proposals in the conservation area or affecting its setting. However, they will have only limited weight until formally adopted.
June and July 2008
Any necessary amendments to the consultation drafts (both the SPD and the Character Appraisal) will be made and the documents will be finalised for adoption and publication.
Estimated date for adoption of SPD: 6th November 2008
The final draft of the Conservation Area Statement (Conservation Area Management Proposals SPD and three volumes of Character Appraisal) will be considered for adoption by Cabinet on 2nd October and finally by Council on 6th November.
