During this period, there was an opportunity for members of the public and stakeholders to get involved in identifying issues and pressures that are affecting the character or appearance of the conservation area. This helped to shape the policies and proposals which will manage these pressures and ensure the preservation or enhancement of the conservation area's character and special interest. Although liaison with stakeholders and members of the public was ongoing during this period, a more targeted consultation exercise was carried out during Autumn 2006, at which point the initial work done on character appraisal was published online and sent to all affected Town and Parish Councils, along with preliminary proposals for conservation area boundary changes. An understanding of what is special and distinctive about a conservation area makes the identification of issues, pressures and potential harm much more meaningful, so publishing the initial drafts of the character appraisal was helpful and thought-provoking.

The draft Conservation Area Management Proposals SPD was published for a six week period, together with the draft Character Appraisal and public comments were invited . From Wednesday 7th May, paper copies of all four volumes of the draft Conservation Area Statement and supporting documents were available to view at:
Consultation events, to which any interested stakeholders and members of the public were openly invited, were arranged for several dates during the six week consultation period, at venues in each of the three conservation area legs (east of Stroud, west of Stroud and south of Stroud). These provided an opportunity to drop in for further information about the conservation area review and to speak to Council officers involved:
Tuesday 13th May: Stroud, Council offices at Ebley Mill (Council Chamber). 6.30pm - 9pm
Monday 19th May: Nailsworth, Mortimer Rooms. 6pm - 9pm
Tuesday 20th May: Thrupp Social Centre. 6pm - 9pm
Wednesday 21st May: Framilode, St Peter's Church. 6pm - 9pm.
