Stroud District Council

Parking Information

From 5th November 2007 Stroud District Council took over responsibility for the enforcement of parking regulations from Gloucestershire Police on behalf of Gloucestershire County Council.

The changes were brought about by the need to help traffic to flow more freely, public transport to keep to timetables and deliveries to get to where they are meant to be on time. School children, pedestrians and cyclists will feel safer and have improved access with fewer vehicles parked on the pavement or blocking cycle routes.

The Council is putting a greater effort into keeping the streets clear of illegally parked vehicles. Civil Enforcement Officers have the responsibility of issuing penalty charge notices to people who ignore parking restrictions and park illegally.

Changes to Restrictions on the highway

If you have identified a problem which you feel could benefit from changes to existing parking rules (e.g. new yellow lines or parking bays) or you are aware of a fault with existing signs or lines please contact Gloucestershire Highways on: 08000 514514

Obstructions

Gloucestershire Police will retain the responsibility for enforcement of endorsable parking offences including vehicles causing an obstruction, parking on a footpath where there are no yellow lines in place, blocking access to driveways or businesses and dangerous parking on zebra/pelican crossings.
Please contact Gloucestershire Police on 0845 090 1234

Guidance on the use of Discretion in Civil Parking Enforcement

The following guidance represents a basis for applying fairness and discretion in the enforcement and cancellation of Penalty Charge Notices.

The guidelines cover:

  • The statutory grounds upon which representations may be made to the Council
  • Mitigating circumstances
  • The acceptance or rejection of representations

Each case is considered on its own merits. These guidelines are continually reviewed and revised if necessary.
