Cotswold Canals Brimscombe Area Action Plan (AAP)

The Cotswold Canals Brimscombe AAP replaces the previously proposed Cotswold Canals AAP and follows extensive discussions with the Government Office for the South West about the purpose and extent of an Area Action Plan. An AAP is used to provide the planning framework for areas where significant change will occur and conservation is needed. A key feature of AAP's is the focus on delivery and implementation.

The Brimscombe AAP Issues and Options document was prepared in response to the complex planning issues and opportunities presented by the restoration of the Stroudwater and the Severn and Thames Canals at Brimscombe. The Document identifies a variety of options for mixed use development including homes, employment uses and infrastructure. Broadly, the Brimscombe AAP will seek to set out the uses, layout and timescale to deliver change. The Brimscombe AAP supported by a Sustainability Appraisal (SA) of the different planning options.

The Issues & Options stage of the Brimscombe AAP took place between 31st October and 12th December 2007.You can view the document by following the link below. The comments are being carefully considered and will be used to inform our future preferred options for the AAP.

In addition to this statutory planning process two workshops were held in January 2008 as the next stage of community involvement on the Cotswold Canals Brimscombe Area Action Plan. They were prepared and run by BDOR Limited - as part of their commission to manage an independent involvement and AAP assessment process. BDOR invited around 160 groups, organisations, officers and members. Stroud District officers invited some of their colleagues and all of their members. In the end 29 people came on the 16th and 32 on the 22nd. The workshop report is attached below.

The main next stages are as follows (although some timings have yet to be finalised):

  • An open, public 'Drop-in' based in Thrupp and showing the next stage of the options, including viability.
  • Workshops with key people from the Thrupp community to discuss the material at the drop-in.
  • A public meeting arranged by Thrupp Parish Council, attended by the project team.
  • Launch of the formal consultation stage on 'Preferred Options' for six weeks in accordance with Regulation 26 (anticipated June 08).
  • An extended period 'Drop-in' exhibition of the Preferred Options with some form of associated questionnaire.
  • All this material to be on the Council website and comments sought.
  • Further workshops, much as in January, with key stakeholders, looking at the Preferred Options.
  • A final report of all the community involvement from the BDOR team prior to the submission of one final option for the Secretary of State to consider.
  • Further formal consultation on the Submission AAP Document in January-February 2009
  • Public examination of the Submission AAP Document in September 2009.

Hard copies of the AAP are available to view at Ebley Mill, the Tourist Information Centre, Public Libraries within and adjoining the District, and Brimscombe Post Office. Town Parish Councils with manned offices will also have a copy. Due to the high cost of printing the AAP, hard copies are limited. It is also available, free of charge on CD if required.
