Temporary Event Notice

Temporary Events can be used for occasional events, which include the retail supply of alcohol and/or regulated entertainments where the number of persons at any one time present on the premises is under 500 when the licensable activities are going on. They can be used for premises that do not hold a Premises Licence or Club Premises Certificate or for premises that do hold premises Licences or Club Premises Certificates but wish to undertake activities that are not covered by those licences.


To submit a temporary event notice you must do the following at least 10 working days before the proposed event.

Please note that Stroud District Council cannot accept temporary event notices that are submitted to the Council later than 10 working days before the event. If you do not submit your temporary event notice in time your licensable activities will not be able to go ahead.

Please remember that in any calendar year which is 1 January to 31 December;

  • No more than twelve temporary event notices can be submitted for any one Premise. (A notice can run for up to 96 hours)
  • No more than 15 days in total for any one Premise can be covered under a temporary event notice. (If the event goes past Midnight it is classed as two days)
  • No more than 499 persons can attend the event.
  • No individual can submit more than 5 temporary event notices apart from Personal Licence Holders who can submit 50.

You Must

Send two copies of the completed Temporary Event Notice form to the Licensing Authority at the address below together with the fee which is £21. Cheques should be made payable to Stroud District Council or you may pay in cash in person at the address below. (NB A form can only be used for one event and the fee of £21 is required for each temporary event notice submitted).

Send one copy of the completed Temporary Event Notice form to the Chief Officer of police at the relevant address below depending on the location of the event.

What happens next?

When we, the local authority, receive your Temporary Event Notice Form we will return one copy to you that has been endorsed. If the police wish to issue a counter objection and object to the event on the grounds of crime and disorder they must send this to you within 48 hours of receiving your form. If you have not received a counter notice the event may then go ahead.
