Street Collection Permit

It is illegal in this country to hold a Street Collection to collect money for the benefit of charitable or other purposes without obtaining a Street Collection Licence from the Council if that collection is to be held 'in a street or public place'. A 'public place' is a 'place where the public has access'

There is no cost for issuing the permit but there are rules to be followed in applying. Street Collections are usually made by Charities. Collections usually take place in a town centre on busy shopping days. Money is collected in tins or buckets. There are regulations, which govern this type of collection. Permits are restricted to enable charities to raise money without their collections clashing with those of other charities.

Before applying for this permit, please call 01453 754404 to check that the date(s) you require are free, as another charity may have booked already.

The purpose of the legal requirement to obtain consent is to ensure collectors are properly authorised and that money is collected in a secure way and the total proceeds collected are properly accounted for.

A return form must be completed following the collection and returned to the Council. This form will be sent to you once your application form has been received. There is no fee for this permit.

Direct Debit Collections do not need a permit, but the dates must be confirmed with this office first.

House to House Collections Act 1939

House to House Collections Permit

If you would like to collect for Charitable Purposes by the means of leaving an envelope at a premises to be collected at a later date or by means of door step collecting you will need to apply for a House to House Collection Permit. You will need to specify the date(s) and the area within the District you would like to collect in.

Before applying for this permit, please call 01453 754404 to check that the dates you require are free, as another charity may have booked already.

The application is simple and the returns form is required to indicate the proceeds and expenses of the Collection. A form to apply for badges for the collectors can also be applied for to the Stationary Office. There is no fee for this permit.
