Affordable Housing - Supplementary Planning Document (SPD)

Our draft Supplementary Planning Document for Affordable Housing is aimed primarily at developers and landowners. It explains in more detail the different ways that planning applicants can meet our Local Plan policies that are designed to include affordable housing within new developments.

The SPD is directly linked to the Council's existing planning policies adopted for Development Control purposes, and is designed to assist in promoting sufficient affordable housing opportunities. The SPD is a development of the Council's Interim Planning Statement on Affordable Housing that was first adopted in 2002, revised in 2003, and after a comprehensive update was adopted in February 2007. It includes updated references in the light of government guidance on housing contained in Planning Policy Statement 3 (PPS3) Housing.

The 2007 IPS therefore formed the basis for the draft Supplementary Planning Document for Affordable Housing. The draft SPD has been the subject of a Sustainability Appraisal and is the subject of public consultation between 23 January & 5 March 2008. A 2nd draft reflecting consultation feedback will be produced between May & June 2008, with adoption and publication of the SPD in September 2008.

The Local Plan was adopted in November 2005 and the relevant policies and supporting text is available to download below. (Please note that the policies referred to as H8, H9, H11 & H14 in the IPS have been renumbered in the Adopted Local Plan and are now numbered HN4, HN5, HN6 & HN8 respectively.)
