Here is the answer to the question:
What happens if we do not have a 5 year housing land supply?

The Council would have difficulty in defending appeals against refused permissions for new housing. With no policy in place for indicating where new housing should go, developers would be free to promote development wherever they wanted and the district may become subject to sporadic opportunistic development in a ‘free for all’, until such a time as the 5 year supply could be shown to be provided.
