Carbon and Environmental Management

Since 1996 Stroud District Council has had an Environmental Management System (EMS) and has been committed to improving the environment primarily within the Council but also within the wider community of Stroud District. The Council has an Environmental Policy and an Environmental Strategy. We have also developed a Carbon Management Plan to look at how we can reduce our carbon emissions. The Council is compliant with 2 international standards: EMAS III (Eco-Management and Audit Scheme) and ISO 14001.

EMAS III and ISO 14001

Stroud District Council has had an environmental management system since 1999 which is compliant with 2 international standards: EMAS III (Eco-Management and Audit Scheme) and ISO 14001:2004.

ISO 14001: 2004 environmental management system requirements are an integral part of EMAS III (Annex II of EMAS III).  However, EMAS takes into account additional elements to support organisations in continually and significantly improving their environmental performance. 

Explanation of the process

To gain registration under the EMAS scheme an organisation must demonstrate "continuous improvements in environmental performance". The Council achieved formal registration on 31 March 1999. It is annually verified and we have maintained the required standards since. A copy of the most recent Environmental Statement can be downloaded below:

Carbon Management Plan

Stroud District Council took part in the Carbon Trust Local Authority Carbon Management Programme in 2009 as part of this Programme we produced our first Carbon Management Plan. The document has been reviewed annually and new actions are approved by the Cabinet.

Reporting on Greenhouse Gas Emissions from Council Activities

The Council has followed guidelines published by the Government to compile the report below.  These guidelines are 'Guidance on how to measure and report your greenhouse gas emissions' and can be found:

The District Council has several public buildings that it directly manages and is also a major landlord responsible for almost 5300 homes. The Council provides services such as, environmental health, planning, social housing, leisure services and community safety. Household waste collection and recycling services are the responsibility of the Council but are contracted out as are housing repairs and maintenance. We do not provide social services, education, transport provision or highways as these are County Council functions.
