What is Comprehensive Performance Assessment (CPA)?

It is a comprehensive assessment of the Council's performance carried out by the Audit Commission. CPA looks at how well the Council delivers it's services. It also considers how the Council is run, as this will impact how well we deliver our services in the future.

In developing the CPA methodology for the Government, the Audit Commission has recognised that Councils have a key role to play in shaping the process of assessment and the starting point for CPA is the completion of what is known as a self-assessment. This is Council's view of where it is, where it wants to be and how it's going to close the gap.

From it's evaluation of the self-assessment and subsequent on-site visit and investigations the Audit Commission will categorise the Council's overall performance, assigning to it one of the following judgments:

- Excellent
- Good
- Fair
- Weak
- Poor

Councils with higher ratings are likely to have greater freedoms and flexibilities and will hopefully be more trusted and respected by their communities.
