Enforcement Strategy
The Clean Neighbourhoods and Environment Act (CNEA) 2005 introduced wide ranging powers to deal with antisocial and environmental crimes such as fly tipping, littering, graffiti and dog fouling, all annoying and unnecessary crimes which have been associated with other social ills and assisted in the breakdown of communities and the environment.

The Clean Neighbourhoods and Environment Act (CNEA) 2005 introduced wide ranging powers to deal with antisocial and environmental crimes such as fly tipping, littering, graffiti and dog fouling. The Act introduces new forms of legal notice, that can be served quickly and easily on offenders. It also introduces significant changes to the fixed penalty notice regime as an enforcement tool available to local authorities.
The use of such fixed penalty notices is largely viewed by local authorities as a positive tool, resulting in a quick and efficient way of persuading offenders to think twice before blighting the environment. In many cases the knowledge that the Council has the powers to serve a fixed penalty notice is deterrent enough and has been found to lead to a reduction in offences and a general improvement in the quality of public spaces.
Stroud District Council have adopted many of these new provisions, a Corporate Enforcement Team under the leadership of the Head of Community Safety, Mr. Phillip Sullivan and Councillor Joe Forbes, Cabinet Member for Community Safety, was established in 2008. The aim being to ensure that there was a co-ordinated, effective and strategic approach to enforcement. The team is made up of Managers and Officers from across the Council and the work of the Team complements other Environmental health initiatives, public space activities, including ‘pride in your neighbourhood’ events, as well as contributing to the Council’s priority of creating public spaces that are clean, safe and free from environmental crimes.
The Corporate Enforcement Team believe that the introduction of fixed penalty notices will provide enforcement officers with an important additional tool to use in improving the quality of local public spaces.
