About the Forward Plan

Key Decisions

A key decision, as defined in Article 15 of the Council's Constitution is:

  • Any executive decision which requires a budget expenditure or saving of £10,000 or more that is not in the budget presented to Council;
  • Any executive decision to vire £50,000 or more in the budget presented to Council;
  • Any executive decision where the outcome will have a significant impact on a significant number of people living or working in an area comprising two or more District Wards.

A decision maker may only make a key decision in accordance with the requirements of the Executive Procedure Rules.

Decision Notice

A decision notice for each key decision is published within five days of it having been made and is available for public inspection on the Council's website and at the district libraries and at the Council Offices, Ebley Mill, Stroud, Glos GL5 4UB.

A decision notice can be in the form of:

  • Cabinet Minutes
  • Officer Key Decisions
  • Cabinet Member Decisions

The law and the Council's Constitution provide for urgent key decisions to be made. A decision notice will be published for these in exactly the same way.

The Constitution

The Council's Constitution provides a set of rules on how the Council operates, including how the Council will make decisions and the procedures which have to be followed to ensure that these are efficient, transparent and accountable to local people and businesses.

 

Some of the processes are required by law, whilst others are practices that the Council has decided to adopt. Citizens have a number of rights in their dealings with the Council and these are set out in detail in Article 3 of the Constitution.

Cabinet

The Cabinet carry out all of the functions which are not the responsibility of any other part of the Council, whether by law or under the Council’s Constitution. Reports are presented to Cabinet for discussion with either a resolution of the subject or with a recommendation to full Council. Both overview and scrutiny committees can make recommendations to the Cabinet and Council and monitor the progress of any accepted recommendations.

The Development Control Committee is a quasi-judicial committee which will consider planning applications (other than those dealt by officers). It also deals with planning enforcement, tree preservation orders and related matters.

Audit Committee

The Audit Committee has responsibility for discharging the following functions; Audit Activity, Regulatory Framework and Accounts. Expert and specialist advice is available to Committee for them to monitor the work of the internal audit team, including risk management and assurance, Audit Commission reports and is also responsible for signing off the final accounts. Each meeting is broadcast live on the Council’s website and is available for a period of 6 months after the meeting.

Strategic Overview and Scrutiny Committee

The Strategic Overview and Scrutiny Committee considers matters of a broad strategic nature, including carrying out reviews and inquiries, which reflect the concerns of the public, Councillors and the Council as a whole. It can set up task and finish groups to undertake inquiries into specific topics, review services, policies and procedures and look at the Council's partnership working with other agencies.

Overview and scrutiny committees do not have decision making powers, but can make recommendations to the Cabinet and Council and monitor the progress of any accepted recommendations.

Housing Management Forum (HMF)

The Housing Management Forum (HMF) is a Special Policy Panel which brings together an equal number of residents (including leaseholder representation) and Councillors to debate and discuss housing matters. The areas discussed are wide ranging from performance, budgetary matters and consideration of policy and strategic matters that could or will be discussed at future Council meetings. HMF do not have decision making powers, but can make suggestions to the Cabinet Member for Housing.
