The Constitution
The Council's Constitution provides a set of rules on how the Council operates, including how the Council will make decisions and the procedures which have to be followed to ensure that these are efficient, transparent and accountable to local people and businesses.
Some of the processes are required by law, whilst others are practices that the Council has decided to adopt. Citizens have a number of rights in their dealings with the Council and these are set out in detail in Article 3 of the Constitution.

It can set up task and finish groups to undertake inquiries into specific topics, review services, policies and procedures and look at the Council's partnership working with other agencies.
Overview and scrutiny committees do not have decision making powers, but can make recommendations to the Cabinet and Council and monitor the progress of any accepted recommendations.
More detail on the areas of work that this Committee can cover can be found in the Council’s Constitution.
